Biography
Peter advises clients on the legal and commercial issues that drive outcomes on high-stakes construction projects. As a partner in the Project Development & Finance practice in White & Case's Houston office, he represents owners, developers, and lenders in the development and financing of major infrastructure and industrial projects.
Peter focuses on high-value, high-risk engineering, procurement, and construction (EPC) and related transactions. His experience spans the energy, manufacturing, and technology sectors, including all forms of power generation—ranging from natural gas-fired combined and simple-cycle plants to all forms of renewable power, including nuclear power (both small and large-scale reactors)—as well as data centers; liquified natural gas (LNG) and other petrochemical and oil and gas projects; major manufacturing facilities, including semiconductor fabrication facilities; mining and critical minerals projects, including salt brine extraction and lithium production; transmission, including long-distance HVDC transmission and associated infrastructure including electrical substations; and a broad array of low-carbon and clean-energy initiatives, including include green and blue hydrogen and ammonia projects, sustainable aviation fuel (SAF), and carbon capture projects.
Peter works closely with clients pursuing all forms of project financing solutions, including non-recourse project financings and government-backed and agency financings.
While his practice is centered in the Americas, Peter regularly advises on projects across other regions. Peter is well informed on industry trends and speaks and presents regularly on the topic.

- Representing Champlain Hudson Power Express (CHPE), a Blackstone (BX) portfolio company, on all aspects of the US$6 billion non-recourse financing and development of one of the longest HVDC transmission lines in the US, transmitting renewable electricity from Canada to New York City.
- Representing NET Power in the development of the world's first utility-scale, natural gas-fired power plant with near-zero atmospheric emissions in West Texas.
- Representing NET Power in the development of a utility-scale natural gas-fired power plant with post combustion carbon capture infrastructure in Texas.
- Representing a major EPC contractor in negotiations with a large utility for the design and construction of a multibillion-dollar combined-cycle power generation facility in Indiana for hyperscaler data center development.
- Representing a major EPC contractor in negotiations for the design and construction of a multibillion-dollar simple-cycle power generation facility in New Mexico for major data center development.
