Overview

Louis Roussier is an associate in the Foreign Direct Investments (FDI) team at White & Case.

He assists clients in national security reviews before the French Ministry of Economy regarding commitment proceedings and prior clearance/comfort procedures under the FDI regime.

He also assists clients and facilitates coordination between White & Case teams in the context of global and complex FDI screening reviews for cross-jurisdictional operations.

Prior to joining White & Case in 2023, Louis was trained in several high profile law firms in Paris and Casablanca.

Experience

Advising funds managed by Morgan Stanley Infrastructure Partners on a binding sale and purchase agreement with the shareholders of Finhold S.r.l., Salcef Group S.p.A.'s majority shareholder, aimed at an investment in Salcef Group. Salcef Group is an Italian company listed on the Euronext STAR Milan market. It operates in the transportation industry, with a particular focus on the maintenance of railway infrastructure and urban mobility.

Advising Apollo Funds on FDI aspects on the sale of their 28.4 percent voting interest and 27.5 percent equity stake in Vallourec to ArcelorMittal for a total consideration of €955 million, representing 65.2 million ordinary shares at a price of €14.64 per share.

Advising Morgan Stanley Infrastructure Partners, a private infrastructure investment platform within Morgan Stanley Investment Management (MSIM), on an exclusivity agreement to partner with Altice France to establish the first nationwide independent colocation provider in France through the acquisition of a 70 percent majority stake in UltraEdge, a newly established data center company.

Advising EP Equity Investment III s.à r.l., a company controlled by businessman Daniel Kretinsky, on the signing of a lock-up agreement related to the financial restructuring of Casino Group. This agreement involved Casino Group and some of its main creditors, alongside Fimalac and Attestor.
