Overview
Andrew Baker advises on the delivery of major construction and infrastructure projects, with a particular focus on public private partnerships and other privately financed arrangements.
Andrew has acted for corporate and government clients including government authorities, principals and subcontractors. He works with clients to develop commercially sound solutions, which meet their commercial objectives.
Experience
Andrew's relevant experience includes:
Advising the State of Victoria in relation to the procurement of the Initial Works and Early Works for the Suburban Rail Loop project.
Advised the ViaNova Consortium in relation to its bid for the North East Link Tunnel project in Victoria, with a particular focus on downstream arrangements.
Representation of the successful consortium for the project financing, construction and maintenance of two schools at Angle Vale and Aldinga with the State of South Australia.
Advised in relation to the AUD5.5 billion market led proposal by Transurban to the State of Victoria to deliver the West Gate Tunnel Project.*
Representation of the Level Crossing Removal Authority in relation to discreet aspects of the Level Crossing Removal Program.*
Advised in relation to the AUD11 billion Melbourne Metro Rail Tunnel and Stations PPP (Metro Tunnel Project).*
Representation of the successful Plenary lead consortium for the High Capacity Metro Trains PPP Project with Public Transport Victoria. This project involved the procurement of 65 new high capacity metro trains, the construction of a depot and light maintenance facility, maintenance services and private financing and was awarded 'Asia pacific Rail Deal of the Year' by PFI in 2016.*
