Global law firm White & Case LLP has advised the consortium comprising Transdev, NGE Concessions and Banque des Territoires (Caisse des Dépôts Group) on the call for tenders launched by the Grand Est region in France for the 22-year public service concession for the Nancy-Contrexéville rail line and the 22-year financing of nearly €200 million, arranged with the European Investment Bank (EIB), Crédit Industriel et Commercial, La Banque Postale, Caisse d'Epargne Grand Est Europe and NORD/LB.
It is the first rail contract awarded by the Grand Est region since opening up to competition, and the first contract in France to be operated under a new model, enabling a single service provider to operate the rail service and manage the rail infrastructure. The public service concession includes the financing, design-build and maintenance of the rail line, as well as the operation of the rail service with commitments to a high level of service.
The White & Case team in Paris which advised on the transaction was led by partners Jean-Luc Champy and Amaury de Feydeau and included partner Marc Petitier, counsel Quirec de Kersauson and associates Camille Fouqué, Niels Ardeo-Winter, Fairuz Ben Lahcen, Edouard Le Breton, Léa Menaut and Charles Linel.
