Biography
Overview
Jean-Luc Champy is a partner in the Paris office's Project Development & Finance team of White & Case. His practice mainly includes public law, infrastructure concessions, PPP and public domain issues, public works and all aspects of the energy and environment matters.
Public entities, sponsors and subcontractors as well as lenders in every aspect of their concessions and PPP project look to Jean-Luc for advice on the contracts awarding, execution or litigation issues.
Recognized by Chambers & Partners as a key practitioner in Public law, clients praise him for being "very quickly grasp complex problems".
Jean-Luc works mainly on construction, transportation infrastructure (tunnels, motorways, railways) and grids (electronic communications, public lighting) matters, where he succeeded to act on major projects such as the highways L2 in Marseille* (for the State), A150*, A355*, RCEA* (for the sponsors), the LGV Bretagne-Pays-Loire* (for a lender), the refinancing of the Eurotunnel and Tours-Bordeaux railway concessions*, the Saint Nazaire hospital* (for the sponsors and the project company), universities Centrale Supelec* (for lenders) and Toulouse le Mirail* (for some sponsors), a video surveillance network* (for a bidder), the Balard project* (for two subcontractors), and the new Courthouse of Paris* (for a bidder).
In addition, he has been involved in the highly publicized restructuring and refurbishment of the Arche de la Défense*, where he advised the winning bidder Eiffage, and in the financing of the extension of the Port of Calais*.
Recently, he has advised a consortium led by Eiffage for the Lille airport concession and is advising the company in charge of the Nantes – Saint Nazaire Montoir airport concession.
Jean-Luc also guides many of the private and public companies in the energy sector and he has been notably advising the French Government on the development of 6 major offshore wind projects in France*, on the renewal of its hydroelectric concessions* and several grid operators such as Enedis* (formerly ERDF) and RTE*.
Jean-Luc joined the Firm in February 2020 from an international law firm in Paris where he was Partner in the Public Law and Project Finance department.
Experience
Project Obelix: Representation on the financing of a new strategic joint-venture between Bouygues Telecom and Vauban Infrastructure Partners, via its digital investment platform Vauban Infra Fibre, to further accelerate the deployment of optical fiber in France in medium and low density areas.
CEGELOG: Representation of Eiffage and Groupe Arcade-Vyv on the first concession contract granted in France for outsourced management of a housing estate owned by the Ministry of Armed Forces for a total amount of more than €7 billion.
First Multi-Buyer Green CPPA in Europe: Representation of financial services company LCL in connection with the structuring, drafting and negotiation of the first multi-buyer Green Corporate Power Purchase Agreement (Green CPPA) in Europe and on a framework agreement, common to all purchasers, to manage the participating companies for the duration of the Green CPPA.
Opening to competition of the French rail sector: Representation of Transdev in relation to the call for tenders launched by the French 'Région Sud' for the operation of the Marseille - Toulon - Nice rail line, the negotiation and the conclusion of the concession contract, contracts for the acquisition and maintenance of 16 new trains, and the construction of a maintenance and storage site in Nice. (first rail service concession awarded by a region since the opening of competition in passenger rail transport in France in 2019), as well as on its bid the two Grand-Est railway concessions and the Pays de la Loire Région concession.
Brownfield optic-fiber networks: Representation of Altitude Group, France's leading independent fibre operator, on the acquisition of 26 public and private fibre networks from Covage, a wholesale fibre operator in France, and (2) on the acquisition of infrastructure fund Marguerite's stake in three major French FTTH concessions: Losange (Grand Est region), Rosace (Alsace) and Fibre 31 (Haute Garonne).
Paris Cooling Networks: Representation of Coriance and NGE in connection with the concession relating to the cooling networks of the city of Paris.
French offshore wind tenders: Representation of Iberdrola Renovables Energia in connection with its bid submission for the 1GW offshore wind mega-project in the Normandy region in France (AO4) and for the South Brittany floating offshore wind farm, which tenders were launched by the French State in 2021.
Groupe TF1 and Groupe M6 merger: Representation of RTL Group, Europe's largest broadcaster, on its entry into exclusive negotiations with Groupe TF1, Groupe M6 and Groupe Bouygues to merge the activities of Groupe TF1 and Groupe M6 and create a major French media group.
Greenfield telecoms financings: Representation of Altitude Infrastructure on (1) the financing of two optic fiber networks in the departments of Landes and Cote-d'Or in France under the so-called AMEL process (call for expressions of commitment at local level) and (2) the financing of the public service delegation relating to the design, financing, establishment and operation of a very high speed broadband network in the Jura and the Doubs departments in the east of France.
Nantes Atlantique and St Nazaire Montoir Airports: Representation of a bidding consortium in connection with its bid for the concession of the Nantes Atlantique and St Nazaire Montoir airports.
Global System for Mobile Communication – Railways (GSM-R): Advised Vinci Concessions and SFR on the refinancing of the Global System for Mobile Communication – Railways (GSM-R). GSM-R is a digital telecommunications network that enables conference mode communications between train drivers and teams on the ground. The project is co-financed by commercial banks, the European Investment Bank and Caisse des dépôts et consignations. This transaction was named Europe Refinancing Telecoms / Digital Infrastructure - Transport Communications Deal of the Year (IJ Global Awards 2021).
