Overview
For nearly three decades, Steven Otillar has been a trusted advisor to clients seeking to develop, finance, buy and sell energy projects worldwide. He has an outstanding track record of handling high-profile and complex projects and transactions under Texas and English law, in both English and Spanish. He has deep experience in offshore energy projects, LNG-to-power, cross border utilization, and helping traditional E&P companies expand into low-carbon ventures. Steven has led several oil & gas and alternative energy projects in the United States while also developing a passion for working in developing markets, advising IOCs, NOCs and governments with the implementation of first-of-their-kind upstream, midstream and downstream projects.
He is currently ranked Band 1 by Chambers USA – Offshore Energy for his "tremendous expertise in offshore energy work with decades of experience representing clients engaged in significant projects in the US, Latin America and further afield." He is also a frequent lecturer and author on energy-related topics, and the former President of the Association of International Energy Negotiators (formerly AIPN). He currently serves on the Executive Committee for the Institute for Energy Law in the Center for American and International Law and is Chair of the International Committee.
Experience
Oil & Gas:
Exxon with respect to the engineering, procurement, construction, installation and chartering of a series of FPSOs in Guyana. Additional support includes assisting with the financing and acquisition of several of such FPSOs.
Republic of Suriname on the successful restructuring of the country's two outstanding Eurobonds totaling US$675 million (US$912 million including accrued interest).
Exxon in the divestiture of Aera Energy, which accounted for nearly 25% of California's oil and gas production
An independent energy company with a farm-in transaction where it acquired an operating position in multiple upstream oil & gas blocks in Colombia, including negotiation of the JOA.
Exxon in its divestment of oil and gas operations in the Santa Ynez offshore field, including production platforms, pipelines and onshore processing facilities.
I Squared Capital, through its ISQ Global Infrastructure Fund II, in the acquisition of an equity interest in Oleoducto Central, S.A. (OCENSA) from Advent International. OCENSA operates an 848-kilometer pipeline with a capacity of 680 thousand barrels per day, transporting approximately 75 percent of the oil produced in Colombia.
LNG:
Chevron on the supply of gas to an LNG liquefaction terminal, including negotiation and drafting of multiple tolling and lifting agreements.
Invenergy and its project subsidiary Energia del Pacifico (EDP) in the development and project financing of the 378 MW liquefied natural gas (LNG)-to-power infrastructure in El Salvador. In addition to the thermal power plant, project components include a marine terminal, FSRU, as well as a long-term LNG SPA.
GNL Chile S.A with respect to a long-term LNG SPA with a US liquefaction terminal and related ancillary agreements.
Energy Transition:
Invenergy on a joint venture participating in DOE's H2Hub Program that will develop, support and innovate and advance the safe production, distribution and consumption of clean hydrogen in the U.S.
FFI with respect to the acquisition and development of multiple green hydrogen projects in the United States.
Strategic oil and gas company with a multi-tiered investment into a renewable diesel facility in the United Sates, including negotiation of convertible preferred equity rights, and the establishment of a joint venture related to the production of feedstock.
