Biography

Overview

Stéphane Blemus works in the Firm's Capital Markets group in Paris. He works closely with the Capital Markets and Regulatory teams in various jurisdictions and contributes to the development of the firm's Digital Finance practice.

Before joining White & Case in 2024, Stéphane has worked as secretary general of a regulated subsidiary of an EU systemic bank dedicated to digital assets projects, after several experiences as financial legal counsel in the banking and asset management and within a Swiss-French law firm.

Stéphane is also a Senior Research Fellow at the Rutgers University's law school (New Jersey, USA), working mainly on EU-US comparative law on digital finance regulations and financial law.

His experience includes a significant expertise in bond issuances and derivatives transactions and a deep knowledge of the EU digital assets regulations. Stéphane has notably participated to various issuances of tokenized securities and CBDC experiments in the EU and beyond.
