Norman E. Pashoian III

Norman Pashoian, a Senior Industrial Security Advisor in the Firm's National Security and CFIUS (Committee on Foreign Investment in the United States) practice, provides non-legal strategic advice on compliance with Department of Defense, Department of Energy and other U.S. Government agencies industrial security regulations and policies. His expertise centers on foreign ownership, control or influence (FOCI) and facility security clearances ("FCL")/ entity eligibility determinations ("EED") matters as they pertain to US government contractors, including establishing and complying with FOCI mitigation arrangements, applying for and obtaining FCLs/ EEDs, and related strategic advice pertaining to FOCI and FCL/ EED applications. He has provided counsel to numerous defense and technology companies during his tenure with the Firm. Norm, who has over 40 years of industrial security experience, also provides other industrial security regulatory compliance counsel pertaining to cleared companies, including with respect to 32 CFR Part 117, National Industrial Security Program Operating Manual (aka the NISPOM Rule) requirements.

Norm previously served 17 years with the Department of Defense - Defense Security Service (DSS, now known as the Defense Counterintelligence and Security Agency or DCSA), including appointment as the Deputy Inspector General (Industrial Security). During his tenure with DSS, Norm was a member of the professional staff of DSS Headquarters, with assignments to the International Security, FOCI and Special Access Programs divisions. He also served as a security inspector for five years in the greater Boston area.
