Mats Cuvelier
Biography
Overview
Mats is an associate in the firm's International Trade law practice in Brussels and assists clients with a broad range of trade law and economic security matters, with a particular focus on sanctions and export controls, as well as defense industrial policy questions.
Mats has wide-ranging experience assisting clients with economic sanctions and export control matters, including classification of dual-use and military goods, export licenses and cross-border investigations. He has helped clients develop internal compliance programs and advised on sanctions and export control aspects of M&A transactions.
Prior to joining White & Case, Mats worked for the legal service of the Belgian Ministry of Defense during the country's 2024 Presidency of the Council of the European Union. In that capacity, he was closely involved in the development of EU legislation in the field of defense and in negotiations relating to multinational defense procurement programmes.
Mats previously worked for one of the leading trade law firms in Brussels, where he assisted with WTO dispute settlement proceedings, and gained experience in trade defense and customs matters. Mats has spoken at industry association meetings and occasionally writes on economic security and defence industrial policy matters.
Experience
Assisted JV entity in the steel sector in relation to EU sanctions aspects in respect of a multi-billion dollar purchase of port and energy assets in India.*
Assisted a sovereign in WTO panel proceedings and ad hoc appeal arbitration in relation to measures incentivising local production of pharmaceuticals.*
Advised on the application of EU dual-use export controls applicable to intangible technology transfers for a provider of geospatial intelligence services.*
Represented entities before administrative authorities of several EU countries in relation to sanctions and export controls matters, including investigations.*
Prepared internal compliance program for distributor of military-spec electronics, leading to successful inclusion of the company in the register of EU certified defence enterprises.*
