Biography

Overview

Blair is an associate in White & Case's International Litigation and Arbitration Groups. She represents and advises foreign sovereigns and their agencies or instrumentalities, private companies, and financial institutions in the resolution of complex international disputes.

Ms. Trahan has represented clients in litigation in US federal district and appellate courts, and before arbitral tribunals constituted under the International Centre for Settlement of Investment Disputes (ICSID) and the International Chamber of Commerce. She has extensive litigation experience representing clients under the Foreign Sovereign Immunities Act, Terrorism Risk Insurance Act, Anti-Terrorism Act, the Federal Arbitration Act, and the False Claims Act, as well as litigation for discovery in aid of foreign proceedings pursuant to 28 USC § 1782.

While at Tulane Law School, Blair clerked for the US Attorney's Office for the Eastern District of Louisiana. She also earned a specialty certificate in International and Comparative Law from Tulane Law School.

Experience

Successfully obtained vacatur of various judgments and writs of attachment on property of agency or instrumentality of foreign sovereign under the Terrorism Risk Insurance Act and matters relating to the Crystallex enforcement proceedings in various federal district and appellate courts.

Representing the Republic of India, the Ministry of Corporate Affairs, the Ministry of Law and Justice, and the Office of the Official Liquidator of the Ministry of Corporate Affairs in proceeding against an individual seeking over USD 29 million in damages in the US District Court for the District of Columbia.

Successfully resisted vacatur and secured judgment confirming an arbitral award for a multinational company against the Municipality of Lima, Peru in the US District Court for the District of Columbia.

Successfully secured favorable settlement on the eve of trial on behalf of a Department of State defense contractor resulting from qui tam False Claims Act litigation in the US District Court for the Middle District of Georgia.

Represented a multinational company against the Republic of Panama and its state agency in litigation in various federal district and appellate courts and several international arbitrations.

Successfully obtained discovery for multinational companies in various applications for discovery in aid of foreign and international proceedings.
