Biography

Overview

Andrew is a Partner in the Firm's Project Development and Finance Group and advises on major project financing transactions in the energy, infrastructure and transport sectors and has experience in multiple jurisdictions including the Asia-Pacific region and South America. He works with organisations at the forefront of renewable energy in Australia, particularly in the wind sector.

Andrew's project delivery experience extends to public private partnerships; engineering, procurement, and construction contracts, design and construction contracts, alliance agreement, operation and maintenance agreements as well as offtake, connection and joint venture agreements. Advising on the delivery and financing of power, energy and renewable energy projects and general infrastructure and chemical processing plants, as well as advising private sector clients on road projects.

Experience

Advised the Melbourne Metro Rail Authority in relation to the A$11 billion Melbourne Metro Rail Project.*

Advised the Regional Rail Link Authority on the AUD$4.3 billion Regional Rail Project in relation to procurement strategies, preparation of tender documents, tender evaluations, negotiation and preparation of construction contracts and claims assessment for the design and construct packages, the signalling alliance contract and the co-ordination and interface deeds.*

Advised a consortium in its short-listed bid for the operations, trains and systems PPP on the AUD$8.3 billion North West Rail Link.*

Advised Transurban on the $1.8 billion Melbourne City Link Project on the development of the greenfield toll road, the Exhibition Street Extension and the M1 Widening project in respect of the concession agreement and project agreements.*

Advised the Victorian Government (Department of Infrastructure) on each of the Wodonga Rail Bypass, the Geelong Rail Access Improvement Project, the Laverton Rail Upgrade Project, the Westall Rail Upgrade Project and the Sunbury Rail Project, the Mildura Rail Project and Dynon Port Rail Project involving the development of new rail infrastructure.*

Advised Transurban on the $600 million Cross City Tunnel and the Lane Cove Tunnel tolling projects in Sydney and the $3.8 billion Mitcham Frankston Freeway Project in Victoria.*

Advised the Inter-jurisdictional Alliancing Steering Committee (comprising the Treasury departments of New South Wales, Queensland, Western Australia and Victoria) on the development of the new Policy for Alliance Contracting and the Practitioner's Guide to Alliance Contracting and the model Project Alliance Agreement, Alliance Development Agreement and Invitation for Expression of Interest and Request for Proposal – which has also been adopted by the Commonwealth Government.*

Advised GE on the Boco Rocks Wind Farm.*

Advised Pacific Hydro on the Chacayes Hydro Power Project in Chile, the La Higuera and La Confluencia Hydro Power Projects in Chile and the Portland, Challicum Hills and Clements Gap Wind Farms and on the US$75 million acquisition of the Chilean state-owned CODELCO's Coya and Pangal Hydro Power projects in Chile.*

Advised PCF on the US$3 billion Collie Urea Project.*

Advised the Northern Victoria Irrigation Renewal Project in relation to the AUD$1 billion Foodbowl Irrigation Project involving the modernisation, part replacement and part rationalisation of the existing irrigation infrastructure in the Goulburn-Murray Irrigation District.*
