White & Case advises SECAA on financing of additional investments for toll motorway located in Senegal

Global law firm White & Case LLP has advised Société Eiffage de la Concession de l'Autoroute de l'Avenir (SECAA), in which Eiffage S.A. and the State of Senegal are shareholders, on the financing of an additional investment programme to improve traffic flow and safety on the toll motorway linking Dakar, Diamniadio and Blaise Diagne International Airport (AIBD), currently in operation.
White & Case has advised SECAA since the beginning of the project in 2009, including:
- The negotiation and signing of the initial concession agreement in 2010, which provided for the financing, construction and operation of the initial 32 kilometre public-private partnership toll road project between Dakar and Diamniadio in Senegal;
- The conclusion in 2014 of a concession agreement with the State of Senegal for an additional 16.5 kilometres of highway, to connect the initial section to the new Blaise Diagne international airport; and
- The renegotiation of the Autoroute de l'Avenir Dakar-Diamniadio-AIBD concession contracts with the State of Senegal, through the merger of the two concession agreements of 2010 and 2014, and the entry of the State of Senegal into the capital of SECAA in January 2022.
