White & Case Advises SECAA and Eiffage on Renegotiation of Senegal Toll Road Concession Agreements

Global law firm White & Case LLP has advised Société Eiffage de la Concession de l'Autoroute de l'Avenir (SECAA) and its shareholder Eiffage on the renegotiation and extension of the duration of the Dakar-Diamniadio-Blaise Diagne International Airport public-private partnership (PPP) Toll Road Concession Agreements with the State of Senegal, and the entry of the State of Senegal into SECAA's capital.
Following the signing of the Unifying Amendment (Avenant Unique) to the Concession Agreements and the Share Transfer Agreement (Contrat de Cession), the duration of the Concession was extended by five years. In addition, the State of Senegal became a shareholder of SECAA, holding 25 percent of its share capital.
SECAA is the project company established by Eiffage for the financing, building and operation of the initial 32 kilometer PPP toll road project from Dakar-to Diamniadio in Senegal and the additional 16.5 kilometers, which connect the initial section to the new Blaise Diagne international airport.
