Issue: As the result of a compliance audit, RFC determined FFT Entity violated R1 because it failed to provide evidence that it performed a stability assessment for system performance in accordance with Table I for Category C contingencies.
Finding: RFC found that this issue constituted only a minimal risk to bulk power system reliability because it was only a documentation issue as the FFT Entity had performed a stability assessment and coordinated its operating procedure with its RC on multiple occasions.
