Issue: BPA is a Transmission Service Provider and in September 2011 it submitted a self-report stating that TTC values it had used to calculate Available Transfer Capabilities were incorrect for a 10-hour period in August 2011 due to a software glitch.
Finding: The issue was deemed by WECC to pose minimal risk to BPS reliability because the issue was limited to a ten-hour time period and was quickly remediated.
