Issue: During a compliance audit, FRCC determined that FFT Entity did not possess sufficient documentation showing that it had plans for operator controlled manual load shedding to be used in response to real-time emergencies.
Finding: FRCC found that this issue constituted only a minimal risk to BPS reliability since FFT Entity’s system operators are authorized, based on other company documents, to shed load in response to real-time emergencies. Furthermore, FFT Entity is a relatively small entity.
