Issue: While conducting a Compliance Audit of WALC in 2008, WECC found that WALC, a BA, had not performed a yearly cross check on its time error and frequency devices against a common reference as required. The documentation for the devices stated they could not be calibrated. WECC review determined that even though the frequency devices could not be calibrated, WALC was required to show that the devices were calibrated by using other already calibration equipment for comparison. WALC submitted records showing the devices were operating correctly.
Finding: The issue was deemed by WECC to pose minimal risk to BPS reliability because the frequency device that WALC uses is not configured to be calibrated, and it is cross-checked against a GPS time reference.
