Matt Sercombe
Biography
Overview
Matt has extensive experience in the delivery and financing of major infrastructure and power projects, with a focus on government procurement and privatisations. He has worked on a variety of projects including large scale wind farms, infrastructure (road, rail, port and social), petroleum and mining ventures, and civil construction.
He has assisted clients in the successful delivery of a number of market leading transactions including:
- The procurement of the availability-based concession for the Metro Tunnel rail project, the construction of twin 9km underground rail tunnels from Kensington to South Yarra and five underground stations through the Melbourne CBD valued at a total of $11 billion.
- The project financing of the availability-based concession for the Transmission Gully motorway, New Zealand's largest ever public private partnership, and which was awarded the 2014 Asia Pacific Public Private Partnership (PPP) Deal of the Year by Project Finance International.
- The sale of Pacific Hydro, a renewable energy business with 19 assets across Chile, Brasil and Australia for an installed capacity of approximately 900 MW of wind and hydro electricity generation.
Matt previously worked with the oil and gas services major, Baker Hughes, across a range of commercial, technical, and site-based roles. This experience ensures that his advice considers the commercial realities of each project as well as the legal aspects.

Adviser to the financiers of a bidding consortium for the project financing, construction, and maintenance of Frankston Hospital in the State of Victoria.
Suburban Rail Loop (2021-2022)
Adviser the State on the operations and maintenance arrangements for the Suburban Rail Loop project in the State of Victoria.
New Footscray Hospital PPP (2020-2021)
Adviser to the financiers of the successful consortium for the project financing, construction, and maintenance of the new Footscray Hospital in the State of Victoria.
COVID-19 Quarantine Victoria (2020-2021)
Adviser to COVID-19 Quarantine Victoria with respect to the performance of its General Counsel function.
Philippines Railways Project (2020-2022)
Adviser the Asian Development Bank with respect to its sponsorship of the concession for the Metro Manila Subway Project and the North South Commuter Rail Way Project in the Philippines.

Adviser to an equity participant on the purchase of a 50.1% interest in Hobart Airport.
