Issue: Public Utility District No. 2 of Pacific County (PCPD) self-reported that as a small load serving entity served by Bonneville Power Administration’s (BPA) power, transmission and balancing services, BPA was conducting, under a pending delegation agreement, the required reliability assessments for PCPD.
Finding: WECC found that this violation did not pose a serious or substantial risk to the bulk power system since BPA was actually conducting and coordinating the required reliability assessments for PCPD (even though the delegation agreement had not been signed yet). The violation was primarily a documentation issue. The violation was self-reported and this was PCPD’s first violation of this Reliability Standard. Even though the violation occurred before the Reliability Standards became mandatory, PCPD did not complete its mitigation plan in a timely manner. This delay turned the violation into a post-June 18, 2007 violation. Despite the late completion of the mitigation plan, no penalty was imposed.
