Biography
Overview
Allison Kepkay is an associate in the Firm's International Trade Group, where she specializes in trade remedy proceedings and customs enforcement and compliance. Her comprehensive and integrated practice involves advising clients through all stages of international trade disputes, and her knowledge spans multiple industry sectors, including steel, aluminum, agriculture, consumer products, energy, industrial chemicals, and semiconductors.
Allison is experienced in trade remedy proceedings, offering guidance to clients facing antidumping and countervailing duty (AD/CVD) investigations and administrative reviews. She represents both foreign sovereigns and private companies in these complex matters, helping them navigate proceedings before the US Department of Commerce, US International Trade Commission, NAFTA and USMCA bi-national panels, US Court of International Trade, and US Court of Appeals for the Federal Circuit. Additionally, she handles proceedings in other jurisdictions.
Allison's customs experience extends to a wide range of matters, including tariff classification, valuation, country of origin, and duty preference programs, which also implicate rules and regulations on the application of Section 201, 232, and 301 duties, as well as AD/CVD. She represents clients in customs audits, protests, and other proceedings before US Customs and Border Protection, ensuring they effectively navigate the regulatory landscape while mitigating risks and penalties. Allison's customs expertise uniquely intersects with business and human rights concerns, where she assists companies in forced labor and UFLPA compliance, implementing due diligence measures, and enhancing supply chain transparency.
Allison is actively involved in pro bono initiatives at the Firm.
Before joining White & Case, Allison served as a Judicial Law Clerk at the District of Columbia Court of Appeals.
