Issue: TEC submitted a self-report explaining that, as a Balancing Authority (BA), on two occasions it failed to participate in a Time Error Correction as requested by its Reliability Coordinator.
Finding: The issue was found to pose a minimal risk to BPS reliability. TEC’s effect on the Time Error Correction on the Eastern Interconnection was minimal – 1.7%. TEC was generating to a bit higher frequency on both occasions and TEC also met its Control Performance Standard values (CPS1, CPS2). Also, TEC’s frequency increase would not even be seen by the Eastern Interconnection BAs because of the small amount of Hz involved.

Issue: PEC, in its role as a BA, submitted a self-report explaining that did not respond to one of 52 Time Error Corrections in 2011.
Finding: The issue was found to pose minimal risk to BPS reliability because the Time Error Correction that PEC failed to respond to was successful despite PEC’s lack of action and PEC had participated in all other Time Error Corrections in 2011. Also, if the Time Error Correction had failed within the expected time period, the Interconnection Time Monitor had the option of extending or reinitiating the Time Error Correction.
